Promoting the attractiveness of Luxembourg’s financial centre, ensuring that it remains a competitive, stable, and forward-looking destination for financial activity is a cross-cutting mission for the ABBL.

Strategic Representation in National Forums: The ABBL at the HCPF

The ABBL is a key member of the Haut Comité de la Place Financière (HCPF), Luxembourg’s high-level advisory body tasked with shaping the long-term vision for the financial centre. In this role, the ABBL:

  • Provides expert insight on emerging trends, risks, and opportunities across banking and finance.
  • Contributes to the development of strategic initiatives that safeguard and enhance Luxembourg’s positioning on the international stage.
  • Ensures that the banking sector’s perspective is embedded in cross-sector policy coordination.

Within the HCPF, the ABBL chairs the Banking working group and has, in particular, been instrumental in the definition of the Artificial Intelligence (AI) strategy for the financial centre.

The ABBL also contributes to Luxembourg for Finance (LFF) and other national promotional bodies, helping to showcase Luxembourg’s strengths as an innovative, multilingual, and highly regulated financial centre.

Advocating for a More Competitive and Efficient European Banking Framework

At the European level, the ABBL actively engages in regulatory discussions to reinforce the competitiveness of European banks, calling for a policy framework that supports:

  • A level playing field with global counterparts, especially in prudential regulation and market access.
  • Regulatory simplification and proportionality, particularly for cross-border activities and smaller institutions.
  • Innovation-friendly rules that allow banks to digitalise securely, offer sustainable products, and experiment with new technologies.

Working through the European Banking Federation (EBF) and directly with EU institutions, through its representation office in Brussels, the ABBL advocates for reforms that balance resilience with flexibility, and stability with growth potential.

The ABBL also stresses the need for more convergence and more proportionality in our EU regulations, enabling banks to better serve European citizens and businesses.

Strengthening Talent Attraction and Development

A competitive financial centre is only as strong as its people. The ABBL is committed to addressing one of Luxembourg’s most pressing challenges: attracting and retaining skilled talent.

To this end, the ABBL:

  • Raises awareness of career opportunities in banking and finance by supporting outreach campaigns and through school engagement.
  • Support local upskilling and reskilling initiatives, including partnerships with universities (like Université du Luxembourg), business schools (like McGill) and training institutions (especially the House of Training which of we are founding members).
  • Advocates for policies that facilitate the international recruitment of specialised profiles.
  • Facilitates sector-wide discussions on access to affordable housing, employer branding, diversity and inclusion, and flexible working models.
